The people and not the government were the recipient of the sanctions. They spent their day standing in endless lines for hours trying to access their worthless money from banks that impose daily limits (equivalent to $1 a day) after getting this they need to wait in more lines to convert this local currency to hard currency as merchants do not take local currency because it is worthless with inflation reaching 11.2 million percent, the highest in the world.
